[Urgent Attention Required – DLT Notification] Important Communication – TRAI Directive dated 20.08.2024 urging PE’s to ensure that the URLs, APKs, OTT links, or call back numbers to be used in all their customer communication has to be whitelisted

We wish to inform you of an important TRAI mandate effective 1st September 2024. 

Of late, Operators have been receiving a large number of fraud-related complaints where the variable portions in the message templates are replaced with fraudulent URLs/APKs, etc., to cheat the public at large. Unsuspecting victims fall prey to these messages and click on these URLs/APKs leading to download of spyware, screen mirroring software, etc. on their devices. Once this is done, fraudsters hack their devices and/or extract vital financial information to defraud them.

Due to an increase in fraud where message templates are altered with fraudulent URLs/APKs, TRAI now requires all messages to carry only whitelisted URLs/APKs.

Key Changes

– Principle Entities (PE) must whitelist URLs, APKs, OTT links, or callback numbers on the DLT portal before sending messages.

– From 1st September 2024, non-whitelisted URLs/APKs/OTT links will be blocked by Access Service Providers (Operators).

As per TRAI’s directive regarding URLs, APKs, OTT links/call back numbers, and other Call To Actions (CTA) in SMS traffic:

1. All Principal Entity (PE) must ensure only whitelisted URLs/APKs/OTT links/callback numbers are used in content templates. For URLs with both fixed and variable parts, the fixed part must be whitelisted.

2. Traffic containing non-whitelisted URLs/APKs/OTT links/call back numbers will be prohibited from 1st September 2024.

To comply with this direction, Operators DLT Portal will soon feature the following for PEs:

1. Whitelist Call to actions: PE can whitelist their URLs/APK links/OTT Links/Phone numbers/email IDs, etc.

2. View Whitelisted Call to actions: PE can view their previously whitelisted CTAs.

PE/Telemarketers will then be able to pass whitelisted Click to actions in the A2P SMS traffic.

Operators are working to provide the whitelisting functionality on the operator DLT portal shortly. Meanwhile, please prepare and collate your data for whitelisting. This will ensure that your communications reach your customers without interruptions.

Additionally, a keyword/identifier (to be decided) will need to be inserted before the URL/APK/OTT link in your messages to improve delivery accuracy.  we urge you to collate data of all your URLs/APKs/OTT links/CTAs, etc. so you are ready to upload and whitelist it the moment this facility is available on the Operator DLT portal. We do not want you as a valued customer to miss any of your important communication, so it becomes very important for you to keep this data ready in the next few days, well before the deadline.
