According to the latest guideline update by TRAI for SMS communication, all the Principle Entities are required to add their Telemarketer (TM) on DLT portal. In case, TM is not approved on your DLT portal, your SMS’s will be Rejected from 1st November 2024. Binding the Principal Entity (PE) to the telemarketer is crucial for making SMS communications traceable. Now in this blog, lets discussing all about PE-TM binding chain process.
All about PE-TM Binding Chain Process in DLT
A PE-TM Chain includes Principal Entity, Telecom Service provider (eg. JIO, Airtel, etc.), telemarketer, and telemarketer delivery. The functionality to register the complete telemarketer chain is available on the DLT platform. It is essential to ensure that your respective chains are prepared and ready for registration. We strongly recommend registering well in advance of 1st November 2024 to avoid any disruptions in message delivery.
PE-TM Chain Binding Workflow:
Principal Entity (PE) → Telemarketer-Aggregation Function (AF) (If there is any aggregator in the chain) → Telemarketer-Delivery Function (DF) → OAP (Operator)
It’s important to recognize that the entire chain—from the Principal Entity to the Originating Access Provider—must be properly registered on the DLT platform. The entire chain, from PE to OAP, must be registered on the DLT platform, including all telemarketers involved in the declared chain
The message delivery chain from PE to OAP may consist of a single Telemarketer with a delivery function or a multi-party chain involving both Telemarketer Aggregation Function and Telemarketer Delivery Function. The total number of telemarketers in a chain should not exceed three, which includes the Telemarketer-Delivery Function.
This disclosure must include details about telemarketer aggregation and delivery, as well as the connections between the Principal Entity and the Originating Access Provider.
According to Clause 10(c) of the TRAI Directive dated 20th August 2024, which will take effect on 1st November 2024, all messages must be traceable. Any message with an undefined or incomplete telemarketer chain will be rejected by Telecom Service Providers (TSPs).
How to do PE-TM Binding Chain Process in DLT?
The process for binding the Principal Entity and telemarketer in the DLT (Distributed Ledger Technology) system is straightforward.
What you have to do:
- Log in to your respective DLT portal
- Locate and click on the “PE-TM Chain” or “Manage Telemarketer” or “Add Request“ tab.
- Enter the “Telemarketer ID”: 1002408235216785541
- Click “Submit.” The status will appear as “Pending.”
- Once approved by Telemarketer, you will again get approval request on DLT portal for the final PE-TM Chain and you have to approve the same.
